LIHEAP is the main federal program — your state runs it.
Before your service is shut off
Call your utility company first — most have hardship programs, payment plans, and shutoff protections they don't advertise. Many states also have seasonal shutoff moratoriums (winter heating, extreme heat) and medical protections if someone in your home relies on powered equipment. Ask specifically: "What hardship programs and payment plans do you offer, and do I qualify for shutoff protection?"
The main programs
- LIHEAP — the federal energy assistance program, run by your state. Both regular annual benefits and crisis assistance for shutoff notices.
- Weatherization (WAP) — free insulation, sealing, and repairs that cut bills long-term.
- Lifeline — discounted phone/internet for households on SNAP, Medicaid, SSI, or below income limits.
- Water assistance — ask 211 and your water utility; local programs vary.

Is LIHEAP a loan?
No. LIHEAP benefits are paid (usually directly to your utility) and never repaid.
