Does KFC Take EBT? Restaurant Meals Program Rules, State Lists, and Other Options

Does KFC take EBT in your state?

Two things decide the answer. First, your state has to run the Restaurant Meals Program. Second, the specific KFC has to be approved by the state and authorized by USDA. Many KFC restaurants are owned by franchisees, and each location applies on its own. So one KFC may accept SNAP while another a few miles away does not, and a KFC in a state without the program cannot accept SNAP food benefits at all.

We only say a KFC participates when an official state list shows it. Lists change as restaurants join or drop out, so treat any list as a snapshot and confirm with the restaurant before you order.

How the Restaurant Meals Program works

The USDA Restaurant Meals Program lets certain SNAP households who may have trouble cooking, or who have no place to store and prepare food, buy prepared meals at approved restaurants. States choose whether to run it and which restaurants to approve. Restaurants must sign an agreement with the state and be authorized by USDA.

Who can use SNAP at KFC

You must be approved for SNAP in a state with an RMP, and every member of your SNAP household must fit one of these groups:

• Elderly: age 60 or older.
• Disabled: receiving disability or blindness benefits, or certain other qualifying payments.
• Homeless: without a fixed, regular place to live.
• Spouse: the spouse of someone who qualifies, even if the spouse does not meet the age or disability rule.

If even one person in the household does not fit, the household is not eligible. If you think you qualify but your card is declined at an approved restaurant, call your SNAP office and ask whether your case is coded for the RMP. General SNAP rules are on USDA’s eligibility page.

States with a Restaurant Meals Program

USDA lists RMP contacts for the states below. Coverage can be statewide or limited to certain counties. Our EBT Restaurant Meals Program guide goes deeper on each state.

Other states may be planning to start the program. If your state is not on this list, KFC there cannot accept SNAP food benefits. We have not verified KFC participation on any state list other than California’s.

KFC on California’s official list

The CalFresh Restaurant Meals Program page says the program is available statewide, and eligible CalFresh households can use any participating restaurant in California, even outside their home county. The state offers a downloadable list and an EBT locator map.

When we reviewed the state’s restaurant list spreadsheet on October 25, 2026, it had 6,394 restaurant entries. About 150 were KFC or Kentucky Fried Chicken locations, including a few shared with Taco Bell or Long John Silver’s. They were spread across these counties:

We did not find KFC locations from other California counties on that version of the list. The list changes, so check the current file or map before you go. For questions, call the CalFresh Information Line at 1-877-847-3663.

Checking a specific KFC location

1. Open your state’s RMP list by searching your SNAP agency site for “Restaurant Meals Program.”
2. Search for “KFC” and “Kentucky Fried”, since lists use both names, and match the street address.
3. Call the restaurant and ask: “Do you accept SNAP through the Restaurant Meals Program?”
4. Look for a sign at the door or counter; many participating restaurants post one.
5. Confirm your card is enabled by asking your SNAP office.

Can I use EBT for KFC delivery?

Generally, no. SNAP online purchasing works with authorized grocery retailers, and the Restaurant Meals Program is set up for in-person purchases at approved restaurant locations. Delivery apps do not take SNAP for restaurant meals. If you have trouble getting to a restaurant, ask your local Area Agency on Aging about home-delivered meals for older adults, or dial 211.

Paying with EBT cash benefits

An EBT card can carry two kinds of benefits. SNAP food benefits follow strict rules. Cash benefits such as TANF or some state general assistance programs can be withdrawn at ATMs or as cash back, and that cash can be spent at any KFC. Federal rules block TANF cash at liquor stores, casinos, and adult entertainment businesses, not restaurants. Watch out for ATM fees, and remember the cash also needs to cover rent and bills.

Fried chicken you can buy with SNAP

If no KFC near you takes EBT, you can still buy chicken with SNAP at a grocery store. The USDA list of eligible foods includes meat, poultry, and other foods for the home. Hot foods sold ready to eat at the point of sale are not eligible, but cold or chilled deli chicken, frozen fried chicken, and raw chicken usually are. Buying a whole raw chicken and cooking it at home often costs far less than a bucket meal. Free and low-cost hot meals

• Community meals: soup kitchens, churches, and senior meal sites serve hot meals at no cost. Dial 211 to find one.
• Senior meals: adults 60 and older can ask their Area Agency on Aging about group meals or home-delivered meals.
• Kids’ meals: free meals for children are offered at many sites when school is out.

1. Confirm your state runs the RMP.
2. Confirm your household qualifies (60+, disabled, or homeless, plus spouses).
3. Find the exact KFC address on your state’s current list.
4. Order in person and ask staff before paying whether they accept SNAP through the RMP.
5. Use EBT cash benefits instead if your card has them and the location is not approved.
