Does IHOP Take EBT? The Restaurant Meals Program, State Lists, and Other Options

Does IHOP take EBT in your state?

It depends on two things: whether your state runs the Restaurant Meals Program, and whether that particular IHOP has signed up. IHOP restaurants are mostly franchised, and each location has to apply on its own. That means one IHOP in a city may accept SNAP while another across town does not, and an IHOP in a state without the program cannot accept SNAP at all.

We do not say any specific IHOP participates unless a state list shows it. State lists change as restaurants join or leave, so always confirm with the current list or the restaurant before you order.

How the Restaurant Meals Program works

The USDA Restaurant Meals Program is a state option. It lets certain SNAP clients who may not be able to cook for themselves, or who have no permanent housing to store and prepare food, buy prepared meals at restaurants. To take part, a restaurant must be in a state with an RMP, get approval from the state, sign an agreement, and be authorized by USDA to accept SNAP.

Who can use SNAP at a restaurant

You must be certified for SNAP in a state with an RMP, and every member of your SNAP household must be one of the following:

• Elderly: 60 years of age or older.
• Disabled: receives disability or blindness payments, or certain government disability retirement benefits.
• Homeless: without permanent housing.
• A spouse of a SNAP client who qualifies.

If even one person in the household does not fit, the household usually cannot use the RMP. Families with young children, for example, generally do not qualify. Ask your SNAP office whether your card is enabled.

States that run the program

USDA lists Restaurant Meals Program contacts for the states below. Some states run it statewide, and some only in certain areas. For a deeper look, see our EBT Restaurant Meals Program guide.

Other states may be planning the program. If your state is not listed, IHOP there cannot accept SNAP food benefits.

What California’s official list shows

The CalFresh Restaurant Meals Program page says the program is now statewide in all 58 counties, and eligible CalFresh recipients can use any participating restaurant in the state, even outside their home county. It also notes that a household with even one member who does not meet the rules is not eligible.

When we reviewed the state’s downloadable restaurant list on October 25, 2026, it contained thousands of locations, mostly fast-food chains, and exactly one IHOP: IHOP #2146 on Woollomes Avenue in Delano, Kern County. That can change at any time, so check the current list before you go. For questions, the CalFresh Information Line is 1-877-847-3663.

We could not load Arizona’s list for this review, and we did not find IHOP on any other state list we checked. If you see an “EBT accepted” sign at an IHOP, ask whether that means SNAP through the RMP, or only EBT cash.

Checking a specific IHOP location

1. Search your state SNAP agency site for “Restaurant Meals Program” and open the list of participating restaurants.
2. Search the list for “IHOP” and match the street address, not just the city.
3. Call the restaurant and ask: “Do you accept SNAP through the Restaurant Meals Program?”
4. Look for a sign at the entrance; participating restaurants often post one.
5. Call your SNAP office to make sure your card is coded for the RMP.

Paying at IHOP with EBT cash benefits

An EBT card can hold two kinds of benefits. SNAP food benefits follow strict rules. Cash benefits, such as TANF or some state general assistance, can be withdrawn at ATMs or as cash back at stores, and the money can be spent at any restaurant, including IHOP. Federal rules block TANF cash use at liquor stores, casinos, and adult entertainment businesses, not restaurants. Watch out for ATM fees, and remember cash benefits also need to cover rent and bills.

Can I buy IHOP gift cards with EBT?

No. SNAP can buy only eligible food items, so gift cards, including restaurant gift cards sold at grocery stores, are not allowed, as the USDA list of eligible food items explains. Offers online to swap EBT benefits for IHOP gift cards are illegal and are often scams.

Other ways to get a hot meal

• Grocery delis: cold sandwiches, salads, and deli foods that are not hot at the point of sale are SNAP eligible.
• Warehouse clubs and supermarkets: frozen breakfast foods like pancakes and waffles are SNAP eligible. See does Costco take EBT.

1. Confirm your state runs the RMP.
2. Confirm your household qualifies (60+, disabled, or homeless, plus spouses).
3. Find the exact IHOP address on your state’s current list.
4. Ask staff before ordering whether they accept SNAP through the RMP.
5. Use EBT cash benefits instead if your card has them and the location is not approved.
